Sweepstakes Casino Ban Tracker: Where Sweeps Coins Can Still Be Redeemed
Sweepstakes casinos are legal in some US states and banned or closed in others, and the list changes every few months. As of October 30, 2026, nine states prohibit the Gold Coin and Sweeps Coin model by statute, Oklahoma joins them on November 1, 2026, and ten more are closed or restricted through regulators or existing law. Seventeen states have neither a ban nor an enforcement campaign we can document, and fourteen have bills, lawsuits or orders in motion. The table below gives every state with its law, effective date and the operator exits behind it.
Last verified October 30, 2026 — Oklahoma's bill history re-read on oklegislature.gov and High 5's eligibility list re-read in its Official Rules that day; other rows rest on the statutes and news reports named in each note, the Lines.com state list of October 26, 2026 and the Sweepsy bill tracker of October 29, 2026. Information, not legal advice.
What the five statuses mean
- Banned: a statute prohibits the sweepstakes-casino model and its effective date has passed. Compliant operators have withdrawn.
- Ban enacted (pending): the prohibition is law but its effective date is still ahead. Play continues until operators announce their exits.
- Enforcement-only: no sweepstakes-specific statute, but regulators or existing law have pushed operators out through cease-and-desist letters, orders or litigation. Practically closed, legally less clear-cut.
- Watch list: ban bills filed or expected back, lawsuits or regulator activity short of a ban. Operators generally still serve these states.
- Legal: no prohibition and no enforcement campaign we can document. A brand may still exclude the state by choice.

Dates in the "Effective" column are statutory; dates in the notes are operator deadlines unless stated otherwise. Each state row has its own anchor, so you can link straight to it.

Oklahoma: what happens on November 1, 2026
SB 1589, titled on oklegislature.gov as modifying the scope of a gambling offence, prohibits sweepstakes casinos that use dual currencies from operating in the state (Covers, October 15, 2026). The bill history on oklegislature.gov shows the sequence: the governor vetoed it on May 7, 2026, the Senate overrode the veto 34-10 on May 11, the House 68-19 on May 14, and the measure was filed with the Secretary of State the same day. It takes effect November 1, 2026.
Operators announced staggered exits. High 5's Official Rules, now version 45 of October 29, 2026, closed new registrations and purchases from Oklahoma on October 15 and ended access on October 29. Stake.us stops offering games to Oklahoma players after October 30 but keeps redemptions open after that date (Covers, October 15, 2026). McLuck's terms, as quoted by Sweepsy on October 26, 2026, say "Effective 1 November 2026, we will no longer be operating in Oklahoma", and its sister brands carry the same notice. Modo.us stopped selling Sweeps Coin bundles there, told players to use or redeem their coins by November 1, and plans to stay as a Gold-Coin-only site (Covers). We found no Oklahoma notice from Pulsz, Wow Vegas, Chumba, RealPrize, Crown Coins or Funrize by October 30; compliant operators have to stop Sweeps Coin play from November 1 regardless. If you hold a balance at any of them, redeem it now.
Florida: lawsuits instead of a statute
Florida's ban bills (SB 1580, HB 189 and HB 591) died in March 2026. On August 19, 2026, Attorney General James Uthmeier filed two suits in Hillsborough County Circuit Court, one against Stake and one against VGW, the owner of Chumba, LuckyLand and Global Poker, each also naming payment processors. The state argues the platforms are illegal online gambling and asks for permanent injunctions barring them from operating in or soliciting Floridians, plus restitution and civil penalties (News4Jax, August 19, 2026; SBC Americas, August 20, 2026). In September the Attorney General also wrote to Reddit, Snap and TikTok demanding they stop carrying sweepstakes casino ads in the state (SBC Americas, September 28, 2026). No ruling had been reported by October 30, 2026. Until there is one, both brands remain open in Florida, and Stake.us keeps its $5,000-a-day redemption cap for Florida players.
Three ways a state closes
The statute. A legislature defines the dual-currency model and prohibits it. There is a bill number, a signature and an effective date, and operators leave on a schedule players can plan around. Montana's SB 555 was the first to take effect; California's AB 831 was the largest, and it reached the affiliates who promote these sites as well as the operators. New York's S5935A went furthest: it took effect on signature, with felony-grade provisions for operators and promoters from April 2026.
The enforcement squeeze. No new law: a regulator decides existing law already covers the product and sends cease-and-desist letters. Illinois is the 2026 example, with more than 60 letters announced on February 5, 2026; Stake.us only went redeem-only there on May 19. Enforcement exits tend to come with shorter notice than statutory ones, because there is no future effective date to plan toward.
The operator's own exit. A brand withdraws without being forced. Stake.us excludes Vermont and Rhode Island, and High 5 and Funrize exclude Rhode Island, though neither state has a statute or an enforcement action we can document. Self-exits are the hardest to predict from legislation alone, which is why the operator table below exists.
Which operators left which states
| Operator | Departures and closed states | Dates and sources |
|---|---|---|
| Chumba (VGW) | Absent from CT, DE, MI, MT, NV, WA; Gold-Coin-only in CA, ID, LA, MS, NJ, NY, TN, WV | Left New York June 2025; $8M NY settlement Sep 9, 2026; Florida AG suit Aug 19, 2026 |
| LuckyLand Slots (VGW) | Closed in every state | Coin sales ended Aug 3, 2026, play Aug 24, redemptions Sep 14 (Gambling.com and Covers, Aug 2026) |
| High 5 Casino | Rules exclude AZ, CA, CT, DE, ID, IN, IA, KY, LA, ME, MD, MI, MT, NV, NJ, NY, OK, PA, RI, TN, WA, WV | Indiana and Iowa play ended Jun 16, 2026, Maine Jun 26, Oklahoma Oct 29 (Official Rules v45, read Oct 30, 2026) |
| McLuck and B-Two sister brands | CA, TN, IN, ME, LA, NY; OK from Nov 1, 2026 | CA Dec 29, 2025; IN Jul 1, ME Jul 15, 2026; re-entered AL and GA Aug 2025; OK notice quoted by Sweepsy, Oct 26, 2026 |
| Pulsz | About 19 states, including CA, CT, LA and MD added in 2025–26 | California wind-down from Nov 17, 2025; no OK notice found by Oct 30, 2026 |
| RealPrize (Blazesoft) | NY, TN, IN, LA, NJ, DE | Tennessee Nov 2025; Delaware play ended Aug 21, 2026, redemptions Sep 21 |
| Stake.us | 22 jurisdictions in its September terms; TN, IN, LA and IL in 2026; OK after Oct 30, 2026 | IL redeem-only from May 19, 2026 (Pokerfuse, Mar 2026); OK per Covers, Oct 15, 2026 |
| Wow Vegas | CA, CT, ID, IL, IN, LA, ME, MD, MI, MT, NV, NJ, NY, WA | No OK notice found by Oct 30, 2026 |
| Modo.us (ARB Interactive) | Ban states; Gold-Coin-only in CA and, from Nov 1, OK | OK per Covers, Oct 15, 2026 |
| Crown Coins | Cease-and-desist recipient in MD and IL | WHSV, Aug 7, 2026; no OK notice found by Oct 30, 2026 |
Two patterns repeat. Exits cluster in the two to six weeks before an effective date, with a redemption deadline published in advance. And corporate families move together: when B-Two pulled McLuck from Maine, its sister brands named the same date. If a sibling brand has just left your state, expect yours to follow.
Which states could be next
The live items as of October 30, 2026: Pennsylvania's HB 2801 dies if it is not passed by November 30, 2026; Wyoming's committee draft cannot be considered before January 12, 2027; DC's B26-0656 had its hearing in May; Ohio's HB 298 has not moved since May 2025; Virginia's SB 579 was continued to 2027. Florida is a different risk, a court order rather than a statute. Minnesota's bills died in May. We do not predict votes; when a bill passes, the row changes and the log below records the date.
If your state bans sweepstakes casinos
- Redeem inside the announced window. High 5 gave Indiana and Iowa players until June 30, 2026; RealPrize gave Delaware players until September 21, 2026. Start the same day the exit is announced, because a first redemption includes identity checks.
- Do not expect a compliant operator to keep serving you. A brand still offering Sweeps Coin play after your state's effective date is a warning sign about the brand.
- Do not move to offshore casinos. They offer no dispute route and no redemption guarantee, which is what these laws reacted to. The options left are Gold-Coin-only play where offered, or not playing.
- Missed balances are not always lost. New York's settlement made VGW reopen a year-long redemption window for players it left behind. A complaint to your Attorney General's consumer division costs nothing.
How to make the redemption itself is covered in our guide to redeeming Sweeps Coins; which brands still give free coins where you live is on the sweepstakes no deposit page.

Frequently asked questions
What states have banned sweepstakes casinos?
As of October 30, 2026, nine states ban them by statute: Montana (SB 555, Oct 1, 2025), Connecticut (SB 1235, Oct 1, 2025), New Jersey (A5447, Aug 15, 2025), New York (S5935A, Dec 5, 2025), California (AB 831, Jan 1, 2026), Tennessee (SB 2136, May 22, 2026), Indiana (HB 1052, Jul 1, 2026), Maine (LD 2007, Jul 14, 2026) and Louisiana (HB 883 and HB 53, Aug 1, 2026). Oklahoma's SB 1589 follows on November 1, 2026. Ten more states are closed or restricted through regulators or existing law.
When does Oklahoma's sweepstakes casino ban take effect?
November 1, 2026. SB 1589 became law when the House completed the veto override on May 14, 2026. High 5 left on October 29, Stake.us stops offering games after October 30 but keeps redemptions open, and McLuck, its sister brands and Modo.us end Sweeps Coin play on November 1. Redeem any Oklahoma balance now.
Is it a crime to play at a sweepstakes casino in a banned state?
The 2025-26 statutes target operators, suppliers, promoters and affiliates rather than players; New York's felony provisions and California's affiliate liability are examples. We are not aware of a player-prosecution provision in any of the nine bans, but this is not legal advice. In practice compliant operators block banned states, so the product is not available there.
What happens to my Sweeps Coins when my state bans sweepstakes casinos?
In every documented 2026 exit, the operator announced a redemption window before cutting off play, typically two weeks to a month. High 5 gave Indiana and Iowa players until June 30, 2026 and RealPrize gave Delaware players until September 21, 2026. Balances left past the deadline are generally forfeit unless a regulator steps in, as New York did with VGW.
Are sweepstakes casinos legal in Florida?
There is no ban statute: the 2026 ban bills died in March. But the Attorney General sued Stake and VGW on August 19, 2026, seeking injunctions that would bar both from the state, and the cases were pending on October 30, 2026. Stake.us caps Florida redemptions at $5,000 a day.
Are sweepstakes casinos legal in Texas?
As of October 30, 2026 Texas has no statute banning sweepstakes casinos, and most brands serve it. There is bill and task-force activity, so check the operator's eligibility list before signing up.
How often is this ban tracker updated?
At least monthly and around each effective date, with every check recorded in the update log. Checks so far: September 15, October 6, October 29 and October 30, 2026. The next known dates are November 1 for Oklahoma and November 30 for Pennsylvania's HB 2801.
